Synopsis:

Public-Private Partnerships (P3), also known as Alternative Financing and Procurement (AFP) projects have become a common way to deliver large capital projects. This innovative project development method has the benefit allocating risks, costs and returns among parties that are better able to understand and manage them. However, managing complex projects with both public and private partners may also have disadvantages due to the size of initial capital required, multitude of stakeholders involved and pressures of meeting government, public and private interests.

In this session, you will have the opportunity to hear from a panel of 3 speakers about the realities of Public-Private Partnerships projects as it relates to the integration of procurement and managing various stakeholder concerns.

Biography:

As President, Project Delivery, Chris and the Project Delivery team at IO lead the procurement and manage the commercial aspects of construction for all major capital projects undertaken by the Province using IO’s made-in-Ontario P3 project delivery model. His role includes leading the Civil Infrastructure Team (Highways + Transit) and the Social Infrastructure Group (buildings including hospitals, courthouses, educational and correctional facilities).

Chris has 40 years’ experience in the transportation field working on a wide range of major civil engineering projects. Since coming to IO in 2014, he led the Highways team and then was EVP of the Civil Infrastructure Group. Project initiatives include the Rt. Hon. Herb Gray Parkway in Windsor and the Highway 407 Extensions, the Metrolinx LRT and RER projects and Social Infrastructure work such as the new Toronto Courthouse, the Mackenzie Vaughan Hospital and the MacMillan Block Refurbishments.

His experience prior to IO includes consulting work in the private sector, P3 project delivery and advising major government agencies in alternative delivery. Chris played a major role in highway delivery in New Brunswick, the first Highway 407 expansion in Ontario and the Edmonton Anthony Henday Ring Road. As a P3 advisor, Chris worked as the Owner’s Engineer for York Region on the Viva BRT and the Province of Manitoba on the CentrePort Canada Way project.

Chris is a Professional Engineer in licensed Ontario and a Value Engineering Practitioner.

Mike Westgate has spent over 15 years managing, pursuing, and delivering large-scale civil projects across Canada. His strong skills in management, strategy, and negotiation have carried over into Business Development, where his experience on design-build and public-private partnership civil projects promotes project delivery efficiencies, value creation, and risk mitigation for clients and partners alike.

After working as the Vice President – Major Projects for EllisDon’s Civil Division, Mike joined Barnard Construction as Vice President, Heavy Civil Business Development - Canada in early 2019. Having held leading roles on numerous successful civil and transportation projects at EllisDon, he has great insight into the Canadian heavy civil market. Mike earned an MBA, with specializations in Real Estate & Infrastructure and Finance, from the Schulich School of Business in Toronto, Ontario. He also earned a BESc in Civil Engineering from Western University, and is a registered Professional Engineer in Ontario.

Mike is also a regular guest lecturer on P3s at Stanford University.
